Street sweeping tickets given despite the city not having working street sweeper machines to validate the tickets. Result? City forced to refund tickets

The city hasnt been doing its part when it comes to keeping San Diegos streets clean, at least half of the citys 16 sweeping trucks are parked and arent being used.

The problem appears to be that the vehicles that are meant to go and sweep are non-functioning, said City Councilman David Alvarez, who chairs the Environmental Committee.

But one thing the city hasnt stopped doing is ticketing vehicles for being parked on the street during street sweeping hours.

I dont think thats right, said City Councilmember Todd Gloria.

The city has already granted refunds to residents, according to Gloria.
